1.1 The deadline for registration of hall residents for participation in the IHG 05/06 is the 14th January 2008, 2359 hrs.
1.2 Each hall shall submit 2 copies of the Hall Master list generated from its office of all registered residents. The list shall bear the Master’s signature and the hall’s official stamp on every page.
(a) Name
(b) Matriculation Number
(c) Faculty/Year
(d) Room number
In particular, the names and matriculation numbers of the residents must tally. The convening halls will verify this list with the OSA records within 3 days after the deadline of submission as in Section (1.1).
1.3 If the convening halls were to discover any discrepancies between the Hall Master list and the OSA records, the Hall Master list shall be returned to its respective hall, and the conflicting record must be checked and certified true and correct by the hall’s Master, with his signature and the hall’s official stamp. The verified list must then be re-submitted within the same 3 days as in Section (1.2).
1.4 All IHG players are to bring along their matriculation cards for every game that they participate in. If a player has lost his matriculation card, the respective hall’s Sports Secretary or President can vouch for him by signing the Declaration Form. A separate declaration form must be signed and submitted for every match played.
1.5 Any flouting of the above mentioned registration rules will render the competitors disqualified and/or 15 points will be deducted from the hall concerned and a further penalty may be imposed.
2 POSTPONEMENT
2.1 No verbal postponement is allowed at any level. However, in the event of adverse weather conditions, the Convening Captain of the sport shall have the discretion to postpone the commencement of the game by up to half an hour.
2.2 Should there be an alternative venue that is available, captains of the halls involved must be agreeable to the venue. If not, the match would not be played. No points will be deducted for the hall(s) that choose(s) not to play.
2.3 No postponement on the actual day of the game is allowed unless:
(a) The weather conditions do not permit the carrying out of the fixtures.
(b) There is a non-appearance of referees/ umpires.
i) The Convening Captain will be held responsible for the non-appearance of external referees and will suffer the penalty stated in Section (2.7).
ii) The halls which are to provide the referees for the various games will be dealt the penalty stated in Section (2.7) for the non-appearance of the referee.
(c) The venue has been closed by the SRC.
2.4 Postponements shall be finalized by the Sports Secretaries in writing and the teams and referees involved in the postponement shall be informed on the same day or by the very next day.

In the event that the captains have any disagreements and cannot come to a decision, the next persons in line to make the decision will be the Sports Secretaries.
Any decision made by the Sports Secretaries is FINAL.
The postponement form must be handed to the IHG Convening Committee of King Edward VII Hall by the Convening Captain within 24 hours of the scheduled time of the game. All postponed games will be played on the reserved dates stated in the IHG schedule if available.
2.5 Penalty: Deduction of 3 points per infringement for the respective halls.
2.6 Reasons for penalty:
(a) To ensure the smooth running of the IHG.
(b) To eliminate any unfair practices or cheating on the part of the teams.
2.7 Definition of external referees: Referees from the Sports Association or affiliated bodies of the respective sport.
2.8 In case of bad weather, the official meeting place of the teams are as follows:
(a) Field games (Soccer, Softball and Touch Rugby) and Track
– Stadium Gallery
(b) Court Games (Handball, Netball, Basketball, Volleyball)
– MPSH (Taekwondo practice area)
(c) Tennis – MPSH (Taekwondo practice area)
(d) Road Race – Squash Courts
(e) Out of campus games (Hockey, Swimming) wait for further notice by Sports Council.
*Indoor games: Table tennis, Squash, Badminton, Sepak Takraw.
3 REFEREES
3.1 As far as possible, the games played in the IHG shall be presided over neutral referees appointed by the respective National Sporting Associations.
3.2 Should the above be impossible or impractical, the respective fixtures shall be refereed or umpired by qualified player (varsity, Singapore national team or seniors of the hall who have played in IHG for that particular sport) from a neutral hall not from the same group.
3.3 It shall be the duty of the Convening Captain to arrange for the refereeing and umpiring of the respective sport:
(a) A list of the appointed referees/umpires must be submitted to the Convening Committee of King Edward VII Hall.
(b) In the case of any referee or umpire not appointed by the respective National Sporting Association, the list will have to be verified and ratified by the captains of the respective halls.
(c) Should the captains fail to come to an agreement, the matter will be presided over by the Sports Secretaries. All decisions made at this level are final.
(d) Convening captains should inform the respective hall teams of the appointed referees/umpires at least 3 days before their match and ensure that they are satisfied with the arrangement.
3.4 Should any player or spectator from a hall verbally abuse or physically assault the referee (or umpire) or any player of the opposing team with an intention to injure, the offending hall shall suffer an automatic penalty of 15 points and the offending player will be banned from the tournament. The offending player will also be banned from participation in all IHG Games in that year. The Sports Council shall also have the discretion to commence criminal proceedings against him/her.
4 PUNCTUALITY
4.1 All competing teams must be present at the competition venue at least 15 minutes before the scheduled starting time for the various games. A grace period of 15 minutes will be given to any late team, after which the team that is unable to take the field will be considered to have conceded a walkover.
4.2 The match will start at the fixed time should a team have the minimum number of players needed to start a match (refer to game rules). The players that subsequently arrive will be allowed to take the field with the approval of the referee. However, the names and matriculation numbers of these late-comers must be included in the team line-up submitted prior to the commencement of the match.
4.3 Regardless of adverse weather conditions, both teams must still appear at the designated venue on time. Both teams and the referees will then come to a general agreement as to whether the game would be played or not. The Convening Captain shall have the discretion to postpone the commencement of the game by up to half an hour in the case of bad weather.
5 MINIMUM NUMBER OF PLAYERS
5.1 Each team must be present with at least the minimum required number of players who are supposed to be fielded within the 15 minutes grace period. For racquet games, the minimum number of players for the first two sets must be present.
5.2 Failure to comply with the above mentioned will render the offending team as having conceded a walkover.
6 INDIVIDUAL GAME’S PLAYERS’ LIST
6.1 The team line-up submitted on the day of match will be binding for the particular match only. A different list can be submitted for different matches.
6.2 Any other sport’s players’ list submitted before the actual game day will not be binding. As long as a player is a registered hall resident as of 14th January 2008, he is entitled to play in any sport.
6.3 The players’ list submitted before the actual game is only to facilitate the checking of players’ identity.
6.4 It shall be the duty of the conveners to check the eligibility of the players within 3 days after the game has taken place. Failure to bring up any discrepancies will render the offending convening hall liable to disciplinary action at Sports Council level.
6.5 It shall be the duty of the captains to indicate the varsity players in their respective teams. Failure to do so will render the offending team liable to disciplinary action at Sports Council level.
7 VARSITY CAPPING
7.1 The number of varsity players in any IHG event will be limited to fifty percent (rounded-down) of the playing team.
7.2 The Convening Committee will follow a name list provided by SRC. Names listed in it are considered varsity players. Only varsity players that have been registered to play in the respective Inter-Varsity and Polytechnic (IVP) tournaments are considered capped players.
(a) For the IVP game(s) that have been played before the first match of the IHG game(s), the present year’s varsity team (2007/08) list will be used.
(b) For the IVP game(s) that have been played after the first match of the IHG game(s), the previous year’s (2006/07) varsity team list will be used.
(c) For varsity team(s) that do not participate in IVP tournaments BUT participate in other official tournaments representing NUS; an official list of varsity players will be obtained from SRC.
7.3 Capping of varsity players extends to all IHG 2007/08 sports. The following guidelines for the capping varsity players in IHG are to be strictly adhered to:
(a) For court games (eg. Volleyball, Handball, etc), the number of varsity players representing a hall on court must not exceed 50% (rounded-down) of the playing team.
(b) For racquet games (eg. Squash, tennis, Badminton, Table tennis, etc), the number of varsity players fielded by the hall must not exceed 50% (rounded-down) of the playing team.
(c) For Athletics, only members of the varsity registered for track events will be capped. Those participating in field events will not be capped.
i) Varsity track members registered for IVP events below 800m (inclusive) will be capped under athletics.
ii) Varsity track members registered for IVP events above 1500m (inclusive) will be considered as Varsity Road Relay Runners and will be capped accordingly.
(d) For swimming, the number of varsity swimmers representing a hall in any one event must not exceed 50% (rounded-down) of the total number of swimmers for that event.
7.4 Capping of varsity players for a given sport can be lower than the figure set by the Sports Council but only after unanimous agreement amongst the captains of the said sport and upon approval by the Sports Council. Thereafter, the agreed quota will be the one that will be used for the duration of the IHG and is not affected by Section (13.7) of the IHG Rules & Regulations.
7.5 Any failure to comply with the rules regarding the varsity capping will render a team liable to be regarded as having conceded the game (give a walkover), and the offending hall will have 3 points deducted.
8 GRADUATES & EXCHANGE STUDENTS
8.1 With the exception of postgraduate students registered in the hall, the Hall Master, Hall Resident Fellows and graduates who have been convocated are ineligible to participate in the IHG.
8.2 Exchange students who arrive and register in the hall must be present in the HMS list submitted on 14th January 2008, 2359hr to be eligible to participate in IHG.
8.3 Student(s) leaving for SEP in the Semester 2 2007/08 are allowed to participate in IHG 2007/08 if their timetable allows them to. The approval letter from NUS and the acceptance letter from the overseas university must be submitted with the HMS list on 14th January 2008, 2359hr.
9 WALKOUT/ WALKOVER
9.1 Any hall may declare its intention to withdraw from any of the sports prior to the official commencement of the IHG without any penalty.
9.2 Abandoning of a particular game before the game is declared over is considered a walkout from the game.
9.3 Absence of a team for a particular game is considered a walkover after the 15 minutes grace period given.
9.4 In the event of a walkover, the team responsible will be considered to have lost the game. The Sports Secretary of the respective hall will decide on any further action pertaining to the above.
9.5 In the event of walkout, the team responsible will be disqualified from the rest of the tournament. A penalty of 3 points will be deducted from the offending hall whose team had walked out of a match. The Sports Secretary of the respective hall will decide on any further action pertaining to the above.
9.6 The score of the match that had been abandoned shall be void and null. The team guilty of walking out will be considered to have conceded a walkover, and a walkover will thus be awarded to the other team.
10 DISCIPLINE OF PLAYERS
10.1 Players who were ejected from matches are to be barred from playing the tournament according to the guidelines of the various individual games.
10.2 Players involved in any match fracas are liable to be barred from the IHG pursuant to the discretion of the Sports Secretaries.
11 POINTS ALLOCATION
11.1 In the case of a tie, the point allocations will be settled by adding the points of the positions of the halls and dividing it by the number of halls involved. The hall will then be allocated the equal points.

12 SPECTATORS
12.1 Referees are given the authority to warn unruly supporters to exercise restraint.
12.2 The captain will be summoned by the referee and asked to advise supporters to exercise restrain.
12.3 Should the spectators fail to heed the warning of the referee, the match is to continue as scheduled but the referee should make a report to the conveners immediately after the match. The Sports Secretaries will decide if the offending hall should be penalized.
13 DISPUTES
13.1 If a dispute arises, the relevant Convening Captain shall submit the dispute form to Chairperson of Sport Council within 24 hours of the game. A meeting shall be called for the Sports Council to settle the disputes.
13.2 The Sports Council shall hold a meeting within 48 hours of the game.
13.3 In cases of disputes, the match must be continued. The team that willfully refuses to continue the game is considered to have walked out of the game and will be penalized accordingly.
13.4 Dispute Resolution process:-
1. The dispute form must be verified by the Sports Secretary of the hall lodging the dispute.
2. All disputes will go straight to the Sports Council.
3. The 2 Hall Captains involve in the dispute, the Convening Captain and the Referee (not external) of the game shall be called before the Sports Council.
4. The Convening Captain and Referee shall give a briefing of the situation.
5. The Convening Captain shall then leave the room. The Disputing Captain will then states his/her case. He/She shall also be subject to questioning by the Sports Council.
6. The Defending Captain shall then be called upon to defend his/her case. He/She shall also be subject to questioning by the Sports Council.
7. The Convening Captain shall then be called in to state his recommendations.
8. The Convening Captain, the two opposing Captains, and the Sports Secretaries of the halls involved in the dispute shall step out while the rest of the Sports Secretaries discuss the case and reach a verdict.
9. The verdict shall be read out with all the parties present.
10. If a verdict cannot be reached by the Sports Secretaries (by majority vote), a grace period of 3 days will be given, from the date that the meeting was held, to wait for the submission of any new evidence. In the event that new evidence pertaining to the dispute is submitted, there will be another round of discussion. Thereafter, if a verdict is still not able to be reached by the Sports Council, the case will be brought up to the CHR.
13.5 Any disputes pertaining to refereeing decisions made by the referees or umpires duly appointed by the National Sports Associations will not be entertained.
13.6 The Sports Secretaries reserve the right to reject the use of video evidence.
13.7 In case of disputes over the IHG rules and the game’s rule, the IHG rules shall take precedence.
14 CONVENING CAPTAINS
14.1 Convening Captains (or an appointed representative) for the particular game of his respective sport must be present at every game for the sport, failing which 3 points shall be deducted from the hall concerned.
14.2 Referees appointed for a particular match must be present; failing which 3 points shall be deducted from the hall concerned.
14.3 In case of external referees, the Convening Captain shall be held responsible and 3 points shall be deducted from the hall concerned if no referees are present unless there is evidence showing that referees have already been arranged for the match.
15 SEEDING FOR GROUPING OF TEAMS
15.1 There will be no seeding of teams for Carnival Sports.
15.2 Seeding will be based on previous year’s finalist.
16 CONVENORS
16.1 Conveners have to be present at every game which he/she is convening for. If he/she is unable to attend the game, he/she will have to find a suitable replacement.
16.2 Conveners shall be responsible for the registration of players for every match that he/she is convening.
16.3 Conveners shall be responsible for verifying the Hall Master list from each hall with the OSA list within 3 days after submission date of 14th January 2008.
16.4 Conveners shall be responsible for verifying the players list for each game with the verified Hall Master list within 3 days after the game is played.
16.5 Conveners shall be responsible for confirming court and light bookings with SRC for IHG games.
16.6 Conveners shall be responsible for confirming the match fixtures with respective captains.
17 CLEANLINESS OF THE VENUES
17.1 All players are responsible of the cleanliness of the venues
17.2 Convenors have the right to penalize halls that infringe the “no eating” rule for indoor venues i.e. MPSH 5/6
17.3 Food brought to outdoor courts should be brought back to hall and disposed at the respective hall bins and not at SRC bins
17.4 In the event that the convenors find unattended packed food at the outdoor venues, convenors have a right to penalize all 6 halls
